Carson City Sheriff's arrest log: Inmate battered by another at jail

A Carson City jail inmate faces a felony battery charge after allegedly hitting another inmate in the face Friday evening, a Carson City sheriff's deputy said.

According to the arrest report, Scott Stovall, 37, of Carson City faces a charge of felony battery following a reported verbal argument that became physical at around 5:45 p.m. Video surveillance showed Stovall back-handing the victim in the face, the arrest report states. The victim suffered cuts to his lip.

Stovall told deputies the victim had initiated a verbal argument, which angered him and led to him striking the victim. Bail: $20,000.

In other arrests:
— A 43 year-old Carson City woman was arrested early Saturday morning at 2:37 a.m. in the 1000 block of South Nevada Street on misdemeanor domestic battery and obstructing an officer, a Carson City Sheriff's deputy said.

According to the arrest report, law enforcement was dispatched to the residence on report of battery. Neighbors in the area reported that they heard yelling and slamming sounds coming from the residence.

Upon arrival, deputies could hear a female's voice yelling from inside the residence, the report said. She could also be seen from a window yelling and waving her arms at a male subject.

Deputies knocked and rang the door bell multiple times in an attempt to get someone to answer the door, the report said. The female was observed from the window yelling at the male subject.

After a deputy had shined a light through the window, the male subject finally answered and opened the front door of the residence, the report said. The female reportedly ran back to the kitchen, refusing to speak with deputies, the report said.

When the male subject attempted to speak with the woman and convince her to come outside, deputies observed the female push the male, the report said.

The pushing incident not withstanding, their argument was otherwise verbal, the male said. Deputies entered the residence in an effort to speak with the female, who reacted by running out the back door despite being ordered to stop.

The woman was pursued by law enforcement and detained two doors down, the report said. Bail: $3,000.

— An 18 year-old Carson City man was arrested Friday night at 8:01 p.m. in the 1100 block of Monte Rosa Drive following a report earlier in the day of vehicle burglary occurring in the 1100 block of North Saliman Road, a Carson City Sheriff's deputy reported.

Mario Plascencia was taken into custody for suspicion of felony vehicle burglary after an investigation led to his residence, the report said.

According to the arrest report, a deputy was called to the scene of a Friday afternoon vehicle burglary, which the victim reported had occurred approximately around 1 p.m.

The victim said his cousin called him and reported that he saw Plascencia get into his vehicle, the report said. The victim denied ever giving Plascencia permission to enter his vehicle. The victim reported that that a music adapter was stolen from his vehicle, the report said.

Law enforcement then made contact with Plascencia at his address on second attempt Friday evening, the report said.

Plascencia admitted to taking the music adapter from the victim's vehicle. He surrendered the stolen item to law enforcement, which subsequently handcuffed him after the victim sought to press charges.

Plascencia was then transported to the Carson City Jail for booking. Bail: $20,000.

— A 66 year-old Carson City man, Larry Woeller, was arrested Friday afternoon at 5:09 p.m. in the 1800 block of Bliss Court for felony suspicion, obtaining labor under false pretenses, a Carson City sheriff's deputy said.

The man was taken into custody after an automotive business owner reported he was unable to receive payment for his services on the suspect's vehicle, the report said.

The business owner then attempted to contact Woeller at his residence on Sept. 14, but was unsuccessful. As of Friday, a stop payment had been made on the check. At that point, the Carson City Sheriff's Office was contacted, the report said.

Law enforcement made contact late Friday afternoon with Woeller, who told deputies his spouse was unhappy with the work that had been done and had stopped payment on the check. When asked by the deputy why he did not contact the business owner to work out the problem, Woeller said he didn't know and that he was just going to let his spouse deal with it.

He told the deputy that he knew it was a crime, the report said. The deputy informed Woeller that because he had written the check, it was his responsibility to ensure payment. Bail: $20,000.

— A 34 year-old Carson City man was arrested Friday evening at 7:30 p.m. in the 2900 block of Bunch Way for misdemeanor domestic battery, a Carson City Sheriff's deputy said.

According to the report, dispatch received a call from an irate woman who had called 9-1-1 stating she was locked in her bedroom because her boyfriend had "lost it," and might have a gun. The woman then told dispatch she wouldn't talk anymore and had left the line open.

Multiple deputies arrived on scene and had called the occupants out of the residence. Two male subjects, one of whom was the suspect, had been detained and were sitting on the curb, the report said.

The woman and her children, as well as her mother and the suspect's mother had also exited the residence, the report said.

The woman's mother reported to law enforcement that the suspect had been yelling at her daughter, the report said. The mother said she had confronted the suspect, who then picked her up and threw her out of the house.

The mother said she landed on the ground and injured her right arm. Deputies observed a silver dollar-sized bleeding abrasion to her arm, the report said.

The suspect agreed to speak with law enforcement, explaining that his girlfriend's mother had gotten in his face and refused to let him walk away, so he grabbed her and moved her out of his way, the report said.

The suspect said the mother fell down, but he did not intend for her to fall, the report said.

The suspect's brother, who had also been detained on the curb, corroborated the suspect's story, reporting that the suspect moved the mother out of the way, but he did not see her fall.

Deputies determined the suspect as the primary aggressor and arrested him. He was transported to the Carson City Jail for booking. Bail: $3,000.

— A 33 year-old transient female and 34 year-old Carson City man were arrested Friday afternoon between 2:10 and 2:29 p.m. in the area of Washington and North Carson streets for felony uttering a forged instrument and possession of a controlled substance, a Carson City Sheriff's deputy said.

Stephanie Baumgardner and Jeffrey Aguisanda were taken into custody after their vehicle had been stopped because of an outstanding warrant attached to the registration, the report said.

According to the report, an active bench warrant for misdemeanor failure to appear on a traffic offense issued out of the Carson City Justice Court was confirmed by dispatch against Aguisanda, who subsequently detained and handcuffed.

Baumgardner had exited the vehicle upon being stopped and placed her purse on its hood.

An inventory of the impounded vehicle discovered a methamphetamine pipe and a baggie of meth that also contained cards with Baumgardner's name on them.

Aguisanda reported to law enforcement that he and Baumgardner had both smoked meth from the discovered pipe, which he said belonged to the her, the report said.

Baumgardner was subsequently arrested for possession of meth, the report said, and a search of her purse found three blank checks from a local motel. A fourth check from the same business was written out to Baumgardner in the amount of $150.

Baumgardner reported she found the checks in her room at the motel, and that she put her name on one of them.

She was handcuffed and transported to the Carson City Jail for booking. Bail: $5,000.

Aguisanda was also charged with felony possession of meth and misdemeanor drug paraphernalia possession in addition to the bench warrant, the report said. He was also transported to the Carson City Jail for booking. Bail: $2,500.

—A 55 year-old male transient was arrested early Saturday morning at 2:02 a.m. in the 3800 block of Highway 50 East for felony drug posession and misdemeanor obstruction, a Carson City Sheriff's deputy said.

Myron Buckley was taken into custody after he was stopped while riding his bicycle from a casino, where employees reported to law enforcement that they believed he was involved in a drug deal, the report said.

Deputies obtained a report from casino employees and got a description of the suspect, who was located minutes later on his bicycle across the street, the report said.

When law enforcement made contact with Buckley, he reported having a knife in his left front pocket and he attempted to reach for it, the report said.

Deputies instructed Buckley not to reach for the weapon and to leave it in his pocket, the report said.

He was asked to place his hands on his head, but Buckley began to back away from the officer, refusing the order, the report said.

Buckley refused commands multiple times from law enforcement and began again to reach for the pocket where the knife was.

At that point, the deputy seized both of Buckley's arms and placed them in handcuffs.

The knife was safely retrieved from the pants pocket, the report said, along with a small plastic baggie containing a substance resembling methamphetamine as well as a glass pipe.

Buckley was arrested and transported to the Carson City Jail for booking without further incident. Bail: $2,500.

— A 63 year-old Carson City man was arrested Friday afternoon at 12:30 p.m. in the 2800 block of Menlo Drive for felony possession of a controlled substance, a Carson City Sheriff's deputy said.

Bobbie Tucker was taken into custody after a Department of Alternative Sentencing officer had conducted a home visit and located several items that were in violation of Tucker's DAS terms, the report said.

A search of the residence found a plastic container with six green pills inside, the report said. The pills were identified as cyclobenzaprine hydrochloride, a controlled prescription medication.

The suspect reported that he received the pills from an unnamed friend to help with his medical problems.

Tucker was subsequently handcuffed and transported to the Carson City Jail for booking. Bail: $2,500.

— A 21 year-old Dayton man was arrested early Saturday morning at 12:49 a.m. in the 2900 block of U.S. Highway 50 East for first offense driving under the influence (DUI), a Carson City Sheriff's deputy said.

According to the report, law enforcement observed the suspect's vehicle approach a traffic signal intersection appearing not to stop for the red light.

The deputy's patrol vehicle was already in the intersection on a green light, and he had applied his brakes to stop when it appeared the suspect vehicle was not slowing down to stop, the report said.

Although the suspect vehicle did stop, it had braked hard to come to a stop partially into the intersection, the report said.

The deputy proceeded through the intersection once the vehicle had stopped and then backed up to behind the white line, the report said, but then made a u-turn to follow the suspect vehicle to the next intersection.

Law enforcement observed the suspect vehicle traveling in between lanes and subsequently came to another abrupt stop behind other vehicles stopped at the next red traffic light.

At that point, the suspect vehicle was pulled over and contact was made with the driver, whose vehicle emitted the odor of alcohol once the window was rolled down, the report said.

The driver was observed to have red, watery eyes and uttered thick, slurred speech, the report said.

Upon exiting the vehicle at the officer's request, the suspect had to use his arm for balance on the vehicle. A strong smell of alcohol was emitted from the suspect as well, the report said.

He consented to field sobriety testing, which showed signs of impairment. The suspect also consented to a preliminary breath test (PBT), which returned with a result of .192 percent alcohol content, the report said.

He was handcuffed at that point and transported to the Carson City Jail for booking. Bail: $1,000.

— A 25 year-old male transient was arrested Friday night at 10:16 p.m. in the 3000 block of South Carson Street on multiple misdemeanor offenses, a Carson City Sheriff's deputy said, including first offense DUI alcohol, open container, speeding, and driving without a valid driver's license.

According to the report, a traffic stop was made on the suspect's vehicle for failing to maintain a lane, and speeding 16-20 miles per hour (mph) over the posted 45 mph speed limit.

Upon making the stop, the suspect was observed to have red, watery eyes and a flushed complexion. A strong odor of alcohol was also being emitted from the suspect, the report said.

The suspect admitted to having consumed a couple of alcoholic drinks earlier. A box of beer cans was observed in the back seat of the vehicle, and some of the cans were opened, the report said.

The suspect admitted to drinking 2-3 beers while driving, the report said.

He consented to field sobriety testing, which showed signs of impairment, as well as a PBT that showed breath alcohol content of .145 percent. Bail: $1,000.

— A 23 year-old Carson City man was arrested Friday evening at 5:28 p.m. in the area of Camille Drive and Belmont Avenue on a pair of misdemeanor offenses, a Carson City Sheriff's deputy said, including driving without a valid license and no proof of vehicle insurance.

According to the report, a deputy on patrol recognized the suspect driving a vehicle, and knew from prior contacts that he did not have a driver's license.

A check through dispatch confirmed a suspended license, the report said, so the officer conducted a stop on the vehicle.

The suspect driver acknowledged the reason for the traffic stop upon being contacted by the deputy.

"Yeah, I know," he told the officer. "Please don't tow my car."

The suspect was unable to produce valid proof of insurance to the deputy, who then handcuffed the suspect and transported him to the Carson City Jail for booking. Bail: $600.

— A 20 year-old Gardnerville man was arrested Friday night at 9:34 p.m. in the area of Allouette and East Fifth Street on an outstanding misdemeanor bench warrant issued out of Storey County Justice Court, a Carson City Sheriff's deputy said.

According to the arrest report, Sheriff's deputies had conducted a traffic stop on the vehicle the suspect was driving when dispatch confirmed the active arrest warrant on a records check.

The suspect was subsequently handcuffed and transported to the Carson City Jail for booking. Bail: $530.

— A Mound House man was arrested Friday morning at 8:50 a.m. at the Carson City Jail and add-booked on multiple outstanding misdemeanor failure to appear bench warrants issued out of the Dayton Township Justice Court, a Carson City Sheriff's deputy said.

Salvador Juarez-Arreola had failed to appear in court for assault with a deadly weapon, a category B felony, as well as for felony preventing or dissuading a victim from reporting a crime and intimidating a witness, the bench warrant from Dayton Township Justice Court showed.

Juarez-Arreola also had failed to appear on a misdemeanor first offense domestic battery, the arrest report said. Bail: $40,000.

— A 30 year-old Carson City woman was arrested Friday morning at 8:40 a.m. at the Carson City Jail and add-booked on an outstanding misdemeanor failure to appear bench warrant issued out of the Dayton Township Justice Court, a Carson City Sheriff's deputy said.

The subject failed to appear in court for possession of drug paraphernalia, the report said. to Bail: $1,000.
